Ok, just visited buytheprice today, samsung galaxy tab 2 with 7" screen and 1 gb ram ics, dual core 1 ghz proccy @ 19900, prices should come down when launched all over. why i'm recommending this ? because it got sim slot :)

you can look for asus O!Play Air or the hd2 version which i guess is without wifi (not sure though) also there's one model called as mini plus, hdp, mini (except the mini one all have a ethernet port). it should meet your requirement. though don't know about the prices.
