I would Vote for Canon Sx130IS if the size of the cam is not an issue for you. The picture clarity is very good and performs quite good at indoors even at ISO 800. You can buy it online for 11.5k or so.

AFAIK samsung has Onsite service for monitors. call them up and they will send a tech to your home to fix the monitor provided it's under warranty. I had availed the Onsite service when my samsung monitor has some issues.
