The words cheap and reliable dont gel when it comes to multimeters. Speaking from experience here. If you need something reliable, buy the ones made by Fluke. The one I own is Fluke 101, if i remember correctly. Bought it for 1600/-ish.

Since you prefer sound quality, Swans is the way to go. You can also opt for custom builds. Those need plenty of research and patience, but if done right its all worth it. Source plays a big part too. Even the Swans paired with mediocre realteks will sound mediocre at best.

Actually it isnt very difficult. I need something that has thrice the power of the E10K :D I had 770 pro 80 ohms before this. Those were fun. But the soundstage! I dont think i will ever buy a closed back again!

The cans do get loud. But the sound quality was meh! It lacks the airiness and control over frequencies, specially the low end. V30+ is miles ahead in that aspect. But i guess thats expected, considering the price difference between the two.
