cheap and reliable multimeter

The words cheap and reliable dont gel when it comes to multimeters. Speaking from experience here. If you need something reliable, buy the ones made by Fluke. The one I own is Fluke 101, if i remember correctly. Bought it for 1600/-ish.
 
Most of the online stuff which has got good ratings is pretty reliable. I bought mine (IDK, but has worked for nearly 3-4 years)

Had to replace the battery.
 
Fluke is the best all-rounder, but with your budget, Mastech(830L) is a good choice!! Its quite reliable @ the price point.
For any basic measurement this should suffice your need.
