1TB HDD requires external power supply and I don't know if it will work with the TV but it works definitely with a PC/Laptop

for WL there is no RAC... either you will be allocated a seat or not. In case of partial confirmation (only one of the passengers gets confirmed berth) you need file a TDR request in IRCTC website. if your WL ticket doesn't get confirmed refund will automatically be reinitiated.
