I think in your budeget, the samsung s9 FE versions/FE+ versions(with offer) will be a good option. They come with S pen in box and the bundled samsung notes is great to use. Cover has to be purchased separately.

recently i did something similar. I was using a R5 3600 with rx 6700. Due to non gaming i sold the GPU and my backup GPU failed a few days later. I have replaced the 3600 with a used 5600g and the effective difference was 1.8k.
