Which CPU? 400 MHz doesn't make much difference to performance to be honest unless you are unzipping/zipping files 24/7. On ryzen, 90% of the CPUs won't reach 2000 MHz IF speeds to support 1:1 uclk:fclk for it to be of any benefit.
