Which CPU? 400 MHz doesn't make much difference to performance to be honest unless you are unzipping/zipping files 24/7.

On ryzen, 90% of the CPUs won't reach 2000 MHz IF speeds to support 1:1 uclk:fclk for it to be of any benefit.

Get 32gb if price is similar, 4000 mhz is overkill and the hardware/software to use them optimally are very less
