I am not sure as to how this is to be done.... but here it goes.. >>

Effect Applied

Step 1 > Go to Image > Adjustments > Hue Saturation and Reduce the Saturation to -76
Step 2 > In Exposure settings Change the Exposure to 1, offset to -0.35 and the gamma to 1.7
Step 3 > Press Ctrl + J to duplicate the layer and apply lens blur
Step 4 > Select the new layer and add a new layer mask.
Step 5 >Use a paint brush with 500px size and click on the centre of the layer mask.
Step 6 > Make a new layer, fill it with black color and change opacitiy to 70 or 60% so that the underlying image is visible
Step 7 > Select the erase tool with brush of 500pc size and move it from the centre to outside in a circular manner to get darkened edges.
Step 8 > Flatten the image and then add go to Filter > Noise and select add noise.
Step 9 > Add black bars at top and bottom and then distort the image to get the final effect.
