3G mobile under 5k

guys my friend wants to buy a phone with 3G n dat too under 5k
dual sim is big plus
he is not relly keen on increasing his budget but suggestions are welcome

nokia 2730 classic retails at 4K... has 3G but no dual sim.

^ in that , 3G speeds are limited to only 384kbps !
