Don't know about GPRS being charged OR not as I'm not an AirTel user so I'll answer the other query.

The bad news about this Sire is either you have a very efficient rootkit http://en.wikipedia.org/wiki/Rootkit infiltrating your system OR a better outlook is a lot of background applications are running, these can be switched off by going into Run --> msconfig,go into Services and check what all are running in the background and kill them [the ones that you do not require].

Please post your system configuration and OS for further help. Cheers!!

when i checked the task manager i dont find any high cpu usage applications.

AMD Phenom X2 555, Asus M2N68-AM Plus mother board,

Transcend 2gb DDR2

500GB seagate hdd

ESET Smart Security - Antivirus

1) No. AFAIK no operator charges separately for GPRS roaming, given that your pack should already be activated.

i am currently using my AP Airtel GPRS net for accessing my download box at home from college in kerala.

Almost all the operators GPRS plans work even on roaming. I can gurantee about Airtel, Reliance, Docomo, BSNL for sure
