The screen kind of flickers, or lets say horizontal lines move vertical while playing movies in full screen (perhaps in windowed mode too, its just may not be visible) and while playing games. Is this a software issue? Does it has anything to do with VSync option in the player or game options?

No, I get horizontal lines and those are not white, kind of transparent, you can say the image slightly displayed which forms the line. Those horizontal lines move from down to top. Not always.
