Telcos could not make a proper argument for the above.

Right, every app and the amount of them that want to communicate is always increasing means so will data going through their net. These apps are what will increasingly get people to use their networks.

Claiming to lose one in one area whilst making it and increasingly so in other areas isn't a valid argument.

govt wanted those servers to be setup in india, so traffic can be monitored(like bbm). service providers wanted to mint money.

"We may be asking them to put their servers in India as they get connected to any telecom network in India without getting themselves registered that is something which is also a security concern for us," the official added.

There's no such thing as net neutrality in India. The telecos already make deals with Google, Facebook and the likes to deliver their services free of cost to the subscribers. Despite there being no legal framework to check the same, the ISPs haven't breached anything as of yet though. I think the reason was they were experiencing huge growths. Once the market has settled down though, can't trust these companies much.
It's like Mafia. They go after the app which is doing the most business.

The underlined bit btw is the model used to get the web started. There was no net neutrality even then which is what most people don't realise.

Am not sure if its the telcos that make the deal or rather google, facebook that do it.

Watch this talk, it will challenge the notion of net neutrality which is based on a future hypothetical that ignores past records or how things came to be in the first place.

For now NN wins thanks to the 2010 FCC ruling but we don't know what the implications will be, NN is regulation that could potentially be self defeating as regulated spaces do not grow much rather its the deregulated or unregulated spaces that thrive.
