Why do you want to upgrade motherboard and RAM?

IMO you won't see much (?any) CPU bottleneck in 3600 + 6700XT.

You can get a used 5000 series CPU (5600X goes for around 10-11k) and sell 3600 (? 4-5k, not sure). That would be a better upgrade.
I am upgrading the ram cuz i want to run some docker containers in the background during daily browsing and I have like a 100 tabs open which drains my ram fast and as for the motherboard, I have a issue with there being no m.2 slot in my motherboard and no extra PCIE port to substitute for the expansion m.2 slot.
And I totally agree with your point on bottlenecking and just wanted to get an outside opinion, I will be adding a cpu upgrade to my list.

i can do with anything with 4 ram slots 1 m.2 slots and supports amd processors.
if you can, suggest the motherboard around 5-8k.
This one seems good:

It has all that you need and more also it is one of the more widely used and trusted ones. It supports all processors on the AM4 platform. It also has a full ATX version which you can get under 8k but that isn't available anywhere, if you find it you can go for that too.

6700xt:

I also saw a used one selling on the forum a few days ago you can check if that is still available. There are also other used ones and some with better warranty on the same site.

is zoukart and elitehub a trusted place?? I saw some complains in reddit about them and figured that it wouldn't be safe.

Yes, money will be safe with them, they are trusted in that sense.

Speaking of EliteHub, they have no idea what is in their stock and what isn't, how much time will it take to ship and eventually to deliver and they have no respect for customer's time. But speaking strictly from money point of view, it will be safe.
