0-10K An Adroid Phone for 3K

My Nephew wanted to buy a touch phone..mainly for whatsapp and internet...he had savings of 2k- told him i will give him 1k..total kitty is thus 3k
Please suggest an Android for 3k or so.. should have a 3.5inch display- a nice battery- of course a cam. if possible with a LED flash and at least Gingerbread.
Saw Videocon A15 on HS18 for about 3.1k-- would some thing like that be a solution ?
