Are cheap chargers harmful?

see it all depends.

if its getting charged without making your device hot then you may continue but still keep on eye how much the battery lasts after charging with 3rd party charges as against your original ones.

Try the Philips Gogear charger, which is retailing around 300 bucks. It will be sufficient for you. If you can spend more, check the Belkin charger, but it comes at a premium price, around 900 bucks.

My friend purchased a car charger from the red light..

After a month or so, the car's IC stopped functioning.

Charger worth Rs50/-

IC worth 7500/-

I used a Rs 50 charger with my zune for about a year and had no problems with it.
I bought a Rs 100 charger from eBay same as this one, and when I charge my Zune HD, the screen becomes unresponsive and doesn't work at all. So I asked for a replacement from the seller, that had the same issue too.

So I think the these cheap chargers are not able to provide a proper dc supply, it is better you go for a branded and reliable adapter.

@Mephistopheles - was going to PM you tracking number but you already got your charger..... If you need any other help then feel free to contact me....

I plan to use it to charge my Fuze, is it safe to use this charger? Can it hinder the battery life of any product I use to charge it with this?
Why aren't you using the original charger that came with the Zune ?

..or doesn't Zune provide one.

^^ most pmp's charge through usb, though they may give a wall charger as an optional accessory.

Mine was a Zune 80, but I agree that it makes sense to spend a bit more when you are going to use it to charge stuff that is way more expensive. Btw, does it get charged if you leave it as such for a couple of hours?

What is the difference b/w a branded adapter and a non-branded one? Build Quality? Or something else too?

Here is a pic of the Rs. 100 adapter:
