also, if you can source a good psu for testing from any of friends in your locality then that will certainly clear any issues regarding power. (sounds like an issue with power due to so much variation in 12V rail with and without load...but again, can't be so sure.)

Also, folks can you tell what are the green lines... do they CPU. If yes, is it normal for the CPU go to zero load while running the test?
Ripple on VCore is bad, but that's because of your PSU and is most likely not behind your computer restarts.
Now that you have successfully installed 9.12 catalyst, I suggest you run an half hour or one hour Furmark after remaining Furmark.exe
Also put your 4850 @ default speed (925Mhz) before running the test. The idea is to check for artifacts or GPU errors.

You are getting the results that are quite expected. Similarly, Crysis Warhead and Far Cry 2 can be pretty demanding at every thing max. If you are comparing your card to what 4850 scores in reviews, you will see that your HD4850 is somewhat slower. But that is expected because reviewers often use extreme processors at 3.5Ghz or more with pretty good RAM.
Difference of up to 3 to 5 FPS between your scores and reviewers score is alright.
If you have 3D vantage (or download it), you can do a run. I too have HD4850 and I will test it tonight. Then we can compare the scores. If vantage scores are similar, your computer is fine. (of course, you should still change your SMPS if possible).

whats ur processor? minimum frame rates for certain games depend on processor, and reviewers use Core i7 at 3.5GHz or so, i.e. the scores are not directly comparable.
