Best USB Modem & Operator

This will be my first experience with a USB Modem. Well the Options are many but I want to stick to Rs.1500/- & needed an advise on BEST BANG FOR BUCKS.
I will be using it only & only at two places-
1. Dadar, MUMBAI
2. F.C. College Road, J.M.Road, Dhankwadi, PUNE

Mostly inside Flat/Society no outside usage & with Laptop(don't have TABLET)

Some doubts-
Btw, some ebay sellers advertising 3G + 4G...what's the truth? is it really compatible with future 4G? But lacks 2G support

Currently all operators offering max to max 7.2mbps for download some users even getting better so is it advisable to opt for modem offering 14.4mbps download support?

Does AUTO APN has only PROS? or CONS as well?

When 2G-3G switching takes place? How to track it?

What are those other services like voice calling, SMS ??

How to consider reception parameters? does it belong only to Telecom Operator or/& Device as well?

In Mumbai any will do But in Pune which Operator is advisable? Currently in Mumbai I'm planning for Airtel, does it good in mentioned areas? what about BSNL?

It's not wrong.

I also went through almost all hspa operators.

I came to conclusion that no one gives anything unlimited after finishing quota.

While mts does provide 144kbps in its unlimited plans.

3G operators also charge still exorbitantly.

So I decided to buy mts data card for myself.

If you want limited then go for unlocked 21 Mbps data card which supports ussd and calling facility.
 
Airtel is speed locked to 7.2 even when network can go beyond that.

I have Airtel and in Maharashtra , it gets speed limited to 7.2.
Did Not test on mumbai network much.
