Can someone please help me :(

I bought Iphone from this guy..The sim tray was'nt opening and there was even some problem with the r sim also...
So he asked me to ship it back , so that he'll repair it and send it back to me..

I shipped it back in july 2nd week...
2 weeks back he told me that the problem still persists with the phone and he'll be giving me a refund..

Till now i haven't even got the phone back or received the refund..I have been calling him from 3 days , he neither returns my calls or messages..Now i guess he has blocked my number or something..

I called him thrice today morning ..Sent him an sms and messaged him on watsapp..Dint reply to any of these..

However his watsapp shows last seen at 9 34 am...
