BSNL broadband U1091 first month bill rupees 3700!

Hi Forum Members,

I had opted BSNL broadband for my home, selected 1091 plan by paying 500 as security deposit.

I had my own landline and modem.
My first month bill has come approximately 3700!

Bill details below:
Local Deposit : 500
CLIP purchased : 600
Landline Installation Charge(Urban) : 600
BB - Fixed Monthly Charge : 436 ( Pro Rate Basis between 19/09/2016 to 30/09/2016)
BB - Plan Deposit : 1091
installation charges : 250

Can any one suggest whether I am billed correctly?

Installation charges twice?

CLIP charged? I thought that was free?

Speak to BSNL CC to make light of these charges.

Could you give a PDF or screenshot of the plan and terms and conditions?
