Guys, in BSNL EVDO there are two types of PRLs and activations. There is a local prl and a roaming prl. For roaming prl to work the esn has to be marked as roaming in the home city database. Also, BSNL will not accept ESN from other circle as it is already registered. You have to get it deregistered, and then you can shift circles.
So, I suggest people keep the sale intracircle only to avoid confusions
