SMPS- Cooler Master Thunder 450W or any compatible
RAM- Corsair DDR3 4 GB (1 x 4 GB) PC RAM (CMV4GX3M1A1333C9)
GPU - optional if comes under budget
DVD writer - Samsung SH-224BB DVD Burner Internal Optical Drive

These prices are form flipkart. Outside it'll be much cheaper

Leave the graphics card for now, and invest in quality PC.. Get the HD 6670 1GB DDR5 card for 5.5 change if you can increase your budget.. its good enough for playing light games, and watching HD movies..

HDD - go for Seagate Barracuda 500 GB Desktop Internal Hard Drive (ST500DM002) - 3413
or Seagate Barracuda 1 TB Desktop Internal Hard Drive (ST31000524AS) - 4225

Avoid such SMPS, only heartburn exists down that path. Apart from damaged PC components.

This is what I suggest --

Corsair Vengeance OR G.Skill RIPJAWS 4GB x1 1600MHz ~1600/-
Seagate Barracuda 7200.14 500GB ~3200/-
HP / ASUS (boxed) optical drive ~1100/-
Corsair CX v2430W ~2800/- OR Cooler Master GX450W ~3500/-
Cooler Master eLite 311 Plus ~3500/- (try to get this locally rather than having it shipped from flipkart)
Logitech MK200 combo ~750/-
DeLL ST2220L ~8500/-
APC 600VA-IN ~1900/-

You can add a decent GPU ~3 -->6 months after saving up, you will be able to play most full-HD on low-medium fidelity @full-HD resolution.

Instead of Corsair Vengeance OP should go for Corsair Value ram,Also local Circle case-1k would be enough for now for OP no need to get a 4k case within that budget he can upgrade that later.Logitech MK200-0.7k would be a good choice for k&M and APC 620VA-1.9k for ups.Everything else is fine.

He wants USB 3.0 front panel. How do you intend to provide that from a cheapo Circle cabinet?
 
my friend suggested of an Iball case ..as well as changing the processor to AMD 2.1 GHz FM1 uPGA A6 3500 - Rs. 4280, to wrap it under 24k what do you guys think should be the rest of config ...?

OP, do not skimp out on the processor mobo for a good cabinet. Cabinets can be changed easily, and you can buy a cheap cabinet with an SMPS included in the starting.
If front USB 3.0 slots are really important to you, please increase your budget a little.

^^ Yes the AMD A6 processor has a better iGP integrated on die but their CPU performance is considerably lower than an Intel Core i3 / Core i5. Nothing that should bother you, for now, although in the long run it might run out of muscle. I suggest that you stick to a Core i3 based solution and add a graphic card later.

You have not specified the SMPS (PSU) that you will use on the RIG? Is it bundled with the cabinet, if yes remove that and put in any of the following --
  • Corsair CX v2430W ~2700/-
  • Antec VP450 ~3200/-
  • FSP Saga II 400W ~2100/-
If you are purchasing an AMD Llano OR Trinity based RIG, suggest you to go for dual-channel (2 x2GB / 2 x4GB) 1600MHz RAM modules as the iGP performance scales with the speed of the memory. Faster the memory better the performance.
