No, not necessarily. The local customs office in every city is responsible for charging duties.

AFAIK, Send item to domestic location means they have sent item to your address, so either you have evaded customs or they haven't updated the customs status.

Did you get hit with customs? Any trouble dealing with creationwatches? I have a couple of watches in my crosshairs, but skeptical about going the import route.
