TV Signals and Computer signals are not compatible. They cannot be converted by cable. TV's are mostly Interlaced, while the computer uses progressive signals. TV's work at 24-30Hz, while computers only use upwards of 60Hz.
Your best bet is to get an external TV Tuner and use it. No need to leave the comp on. They barely cost 500-600 nowadays.

you can buy either of them
if your monitor is like and tv-monitor combo's then it will be played by the LCD itself
if not then you can do either PS2's digital sound output or just buy another converter and convert the the outcable for audio from PS2 to a speaker post
