Can't dm users

I was scrolling through marketplace and saw some good deals. I can't post there because it's a new account but why can't I dm anyone on this forum? Is there any requirements to fulfill before I can dm?

You are right, I have added it now. Its there in the forum rules page though as Afxal mentioned. The messaging restriction is there to deter new members from bypassing the market restrictions.

i recently got dm access but got revoked again why?
