As already suggested, why don't you try Localphone or Lycatalk. We use these for calling India at ~Rs. 1 per min. I think it will be something similar the other way round.

Check their websites for the latest rates.

Their are also local operators like O2 which on their plans provide as low as 0.7p/min. Ask him to ask his girlfriend to call CC and ask if they have any similar plans.

If its PC you can use Jumblo PC software and call ,if its Phone and has a BSNL3G sim then you can use mobile voip .I have mobile voip over wifi and 3G and its great.Its a small app you need to install in phone ,its available in Jumblo site.

As for credit goes you can buy using credit card or paypal .Indian CC works .Here is what he will be spending per call 0.8cents per minute to UAE mobile or landline which turns out to be 3.47INR .

AFAIK VOIP calls emerging from India are expensive but they are cheap if the calls are made the other way round.Talk you you friend and ask his girl to call him rather than he calling.

Its pretty easy to configure best way is to take teamviewer configure it for her and leave it .I have done it myself and its not difficult.Need any more help feel free to PM me

As i said calling India is cheap but calling from India is expensive as i heard TRAI is against VOIP .

Again Jumblo mate .Its the cheapest of the all voips and support is good as well .A call from France to India via PC/mobile voip /Sip is gonna cost you 1.1 cent .Using the same log in ID and pass people can call from India to France landline for free, yes it is free one recharge of 10Euro will get you 30 free calendar days.No CAP on how long you talk and the voice clarity is good as well .Free days means that you can call a whole lot of countries for free .For more info visit Jumblo website.
 
I have tried Skype, Jumblo, Nonoh and smartVOIP. For PC to PC Skype is the best of the lot. But Skype is too expensive for PC to phone.

In general calls to the gulf region are expensive. In the same vein VOIP companies rates for gulf countries are higher than for others. I would say price wise Jumblo is the best for calling gulf as well as calling India. The other service that is comparable is ActionVoip but I have not tried it personally so I can't vouch for it.

Caution. Since the last two weeks my MTNL connection has been giving me so much trouble that Voip has become a pain.
