Local would be great and my budget is 4-5k
I just need a low end gpu enough to play Competitive fps titles like CSGo/Valo at 150+ fps at low settings

Both exactly same in performance except 970's got more VRAM. Unless it's a 6GB 1060 (which is faster than 3GB), I'd go with 970 instead due to little more VRAM which will definitely be useful.

Yup but i read somewhere that 970 has partitioned ram and some of the extra is on slower bus.

512MB only. 3.5GB is GDDR5 and still more than 1060's 3GB. Also having slower but more VRAM is better than not having it at all. Rest is your choice.
