Do have any power scheme option in windows 7 enabled ...the sometimes are set default to not let cpu go beyond certain frequency.
The specs for the E6600 show that it has an FSB of 266MHz and a multiplier of 9x. If you read the thread he has stated that his multiplier is running at the highest i.e. 9x, but the FSB is stuck at 200MHz. Power saving/Speedstep only works on the multiplier, not the FSB.i had noticed this on my uncle's pc with dual core E5700(1 core at 3ghz and other at 1.8 ghz) long time back. i could not remember what exactly i did, but i think i have changed the multiplier from default 9 to 15 which enabled both cores to work at 3ghz speed.
