CPU/Mobo Core 2 Duo E6600 shows as 1.8ghz in System properties in Win 7

Do have any power scheme option in windows 7 enabled ...the sometimes are set default to not let cpu go beyond certain frequency.
i had noticed this on my uncle's pc with dual core E5700(1 core at 3ghz and other at 1.8 ghz) long time back. i could not remember what exactly i did, but i think i have changed the multiplier from default 9 to 15 which enabled both cores to work at 3ghz speed.
The specs for the E6600 show that it has an FSB of 266MHz and a multiplier of 9x. If you read the thread he has stated that his multiplier is running at the highest i.e. 9x, but the FSB is stuck at 200MHz. Power saving/Speedstep only works on the multiplier, not the FSB.
 
I think there's some serious issue is present with Op'm mobo bios hence the FSB is not going beyond 200 Mhz .. only a bios update from manufacturer can fix this but there's none. So Op can't do anything about this.
