Its a graphics card with a tv tuner/video capture chip onboard. All ATI AIW(all in one wonder) cards are like that .

strangely, its cheaper than the vanilla X800XT/X850XT

it was the best card at the time for a budget of 300-400$ and as chaos said it was cheaper than the plain x800 xts . actually its close x800xl price

plus running a cable to my room can be done easily.. just didnt have a reason to do so till now
