D/L manager with...

well i need a d/l mgr with certain specific features :-

it must have the capability of resuming a d/l when the system is turned on, without asking for conformation.
it must have the option of limiting the max d/l speed so that it doesn't drain on all of the connection speed.
it must run in the background and should be leeast resource hungry .

if u guys know of one with alll the above, plz do tell me........

Flashget does them
1.Tools->Options Check the option Start Downloading on startup
2.Tools -->Speed Limit Mode -->Manual. Now select the max speed it will download files at.
