I am not talking about tourists/visitors only. I am talking about non locals living in the place as well. Every major city has a considerable population of non-locals and I think their impressions of the city make for a much better rating of the city than that of locals who may ignore/take for granted some bad qualities of the city.

I am not sure about the current situation, but a while back outsiders (People from other parts of India who can be easily recognized as outsiders as well as foreigners were targeted for gun point robberies and other crimes. Travel advisories were issued to foreigners visiting Delhi. The most surprising thing was that not a lot of it came out in news papers except for the occasional report.
I am a South Indian myself and my own experience during my short visits to Delhi has been pretty bad. I have been in Chennai, Bangalore, Hyderabad, Delhi as well as Chandigarh and I know very well that outsiders are taken advantage of every where, but definitely not in the same league as in delhi. People usually have this problem when they do not know the local language, but it doen't matter how good your Hindi is in Delhi. Auto/Cab walas gang up to fleece you. Even some of my North Indian friends had that problem. Now whenever I have to visit hyd and have to to go to delhi airport, I prefer to book a cab directly from Chandigarh to the delhi airport rather than catching a train/bus to dehli and having to rely on local autos/cabs.
Added to that, my friends had a hard time finding decent accomodation in Delhi when they first joined for their jobs there. One of my friends was horrified to find that his land lord was stealing stuff from his house. When confronted, he was thrown out of the house and even the police did not help him. ofcourse it may be a one off incident.
There are also the pollution and noise factors as well. The only nice thing about Delhi for me is the roads and decent control of traffic, but chandigarh has that as well without the other problems.
