can anyone tell me what is the problem

dell warranty is over and my computer repair guy has no idea about this slow speed problem

the speed fan screen cap indicates an abnormally high temperature. Its probably the processor overheating. Download the service manual from dell website, open the laptop up, clean and apply new thermal grease. this may do the trick. also stop using speed fan. it obviously is not reading your computers fan sensors. there is a advanced feature in speed fan that could have been the cause of under clocked processor.

Remove dirt and lint from the inside of the ventilator grill. If you or you service guy are scared to open it up, please find another guy who can do it.

If you do it yourself its free and remember if you break a latch or misses/ exchange a screw... you are in trouble.
