Do you think all money paid in taxes will be utilised for civic services?

In my opinion, money collected through taxes is one of the biggest source of generating black money through kick-backs.
Keep in mind, no civic service is done without a cut from contractors.

So it's ok if the non salaried persons do not pay taxes?

I would rather money goes to politicians than non tax paying citizens who affect buying powers of honest tax payers.

The problem is they have a good air in Uttarkhand and Punjab (2 states of 5 where the election has to be held) but I'm interested in U.P. results. Weavers in Varanasi are hit very badly through this decision so it'll be interesting to know the UP results.

BTW you can extend your services to Pakistan too as they have also jumped on the demonetization drive by pulling out their 5000 rs notes. :-p

My gut feeling is they'll win UP. Mainly because human stupidity...
 
Stupidity aside, the govt already attained a lot of power to control people which people have not realized yet. The govt has the power to stop telephony and internet services to any part of the country. Now, imagine the impact of such control if they also force the country to be nearly cashless? They can imprison or punish the people in any part of the country just by denying them internet.
 
Many, many years ago i remember reading about one of the GOP scams (dubya days) and the writer, basically talking about the moronic politicians who spent govt. money on las vegas casinos and super luxury hotel rooms, said that he would prefer a dumbass politician to a smart one. Because when the smart ones come into power, no one would even realise they're being screwed. It's so prophetic; i get shivers down my spine when i remember it.
 
^^That is genuinely infuriating to read. It is his money, his account, he shouldnt have to make excuses to anyone because the government was too incompetent and stupid to see how things would pan out.

We have really moved onto a "Guilty till proven innocent" system.

That's similar to what I think of when someone says, "If not BJP then which party?" and I'm like "I'd rather take corrupt, lazy, and greedy any day over corrupt and driven".
