I dunno much about (A). AutoCAD institutes could teach you it but I don't know too much about that as I believe it is a part of automobile design/industrial design.
For (B), you'll find lots of institutes will teach you a single software but a cost. You can take a 6 month courses in Max/Maya from Framebox or MAAC and they will teach you the entire software which will easily cover how to make a video like that. Should be a piece of cake once you're through with the course .....
Yes, you are right, you take the blueprints - top, side, front, back and lay them out as reference. In the middle you start with a simple box, divide the box and then extend the freshly divided ends to take a very rough shape of the car. You keep subdividing, 100 times over till you capture the shape of the model.
Its actually quite difficult for the first or second time, but you'll settle in after that and you'll find it quite easy compared to organic stuff like humans, animals, etc later on. This is just the modeling aspect. But don't worry, after that, its relatively easy. Texturing is easy for the most part - save for some parts like headlights, tail-lights, turn indicators, car logos, etc). Setting up a scene and lighting it isn't too difficult (depends on what you decide on). And unless you want to make an animated movie - you won't have to get into the technical- skinning/rigging or animation bit either.
If you consider yourself a really determined person, who will not give up then I suggest you try doing it yourself. It will be very difficult for the first car. You'll need to brush through a lot of tutorials (and if you use a popular software like Max or maya or cinema 4d - you'll find a wealth of tutorials online). You might even need a little on-hand help but don't give up. Once you've modelled your first car, it will get progressively easier from then on.
Yes, I took the hard path by trying to model a Maserati in 3ds Max myself. It was tough and I gave up until I joined a full course in framebox, learnt quite a lot and then finally finished most of it (never rendered it out). Since then I modelled a few cars but never really stayed in 3d car design. Got caught up in other work unfortunately.
3ds Max = Maya = Cinema 4D. All are full fledged 3d tools that can do anything short from game design to making full scale animated movies. Basic photoshop skills are necessary for some stuff too.[DOUBLEPOST=1370617491][/DOUBLEPOST]I suggest you get either Max/Maya and download full tutorials (you'll get lots of these) on how cars are modelled, textured and rendered.
