DNS Netmask Ordering and Round Robin

Can we really disable Netmask Ordering using Win 2003 DNS Srvrs ... in real world ... i had tried disabling it but netmask ordering was still working ... tried both via mmc Gui Checkbox option and with REGkey ... so is it really possible to disable to have Round Robin going all the way irrespective of the originating DNS Client Query - Subnet ID ... :ashamed:
 
i had created a setup ... as shown in attachments

When Netmask Ordering ( local net priority ) is disabled ... the dns client continues to get the same Dns Answer list ... with priority to the Local Subnet ID Ip addr i.e 192.168.56.98 ...
So does this means Netmask Ordering can,t be disabled ...?
however when that Local Subnet ID Ip addr mapped to SAGGU.COM domain zone is removed ( 192.168.56.98 ) ... Round Robin starts functioning with the dns client
Any Comments Guru's ...;)
