Thats due to to the Scratched Cd , You cant do anything , Buy a new one and install it again or else if you have an unlimited net connection download the third cd !

Thats cuz ur CD is scratched 
I don't think u can do anything about that other than the obvious stuff (clean thoroughly,clean a bit more,try making a copy of disc,clean a bit more,pray to God).Or try borrowing the third disc from a friend or relative who has the game.
