Does purchasing from Google play is allowed in India??

I was trying to purchase FPSe from google play and I added two cards.One is my Bank's debit card and other is Entropay Virtual credit card.When I tap on buy and install,it gives me error stating payment declined.Then I checked mail that says

"Your Google Order #1234567777 with FPse team is currently on hold. An attempt to charge your VISA xxx-1234 for €2.99 on Jul 1 failed. This may have occurred because of insufficient funds, or as a precautionary measure against fraud. You may see authorizations on your billing statement for a declined charge. Occasionally, the authorization for a charge may be approved, but the actual charge for the order declined. Contact the customer service department for VISA xxx-1234 for help with resolving this payment issue."

Same message i got when i tried to pay with debit card.Both of my cards have sufficient balance to make this order.
Please help me to complete the order.

^ Not all indian debit cards support international online transactions. Regarding EntroPay I am not sure as I haven't used it, but you can check with them why the transaction got declined.

To answer the main question, it is definitely allowed and I have purchased many apps myself using an Indian Credit Card! :)

Ok..Some one told me that Google wallet does not authorize payment in India..I will check with Entropay since it is accepted by Paypal also..
Also I got another mail that asked me to update my payment information and when i did it,i got another mail that

"You have successfully updated your payment information for Google Order #626515438199702. FPse team may now charge and fulfill your order."
I hve just checked my entropay account and there left just 1usd out of 14usd.The application cost was €2.99 and I think I ordered it two times as every time it gave some error.Also in my google wallet account,it says for my entropay VCC
"An attempt to charge €2.99 to VISA xxx-4502 failed. You must update your payment information within 7 days or your order will be cancelled."
Also I am unable to download that application even when the amount has been deducted from VCC.
Does it mean that the deducted amount will come back???
