Not related to coupon, but an eBay query..

Ordered some 5$ flash gel from eBay.com via hongkong seller.. Received the parcel (envelope) yesterday and the envelope was empty. No flash gels in it, only seller's visiting card asking for 5star rating. No tampering sign were there.

What should I do know.. Should I contact the seller or report it to eBay asking for refund?

When are we supposed to mark it as undelivered? I mean, it was brought on 9th Aug, and shipped on 14th aug by seller. What is the waiting period for global purchases before marking undelivered.
