I don't think he is using standard account. He is using Administrator account but something broke something and he gets an error msg instead of UAC prompt.

Over the years I have found and experienced that there are times when the simplest and best solution is to just format and start fresh. It can not be true for all as it depends on number/types of programs installed, level of customisation done on the system, and how hard is it getting to troubleshoot and fix. OP here seems to have a very limited use case (and hence I'm assuming that not many programs would have been installed) so IMO it would be best to take a backup and reinstall windows.

I used to be all in for troubleshooting but over the years amount of free time reduced and hence a lot of things changed.

There is only 1 account in this system which has all the admin rights and used to work well. It is not logged in via a MS account. I can share the user's page photo if you want.

@john1911 is right then. Many of us were assuming you couldn't use admin account in the first place.

So to solve your problem, you first can try upgrading the windows 10 using the iso pd that you have ( that's essentially repairing ). If that doesn't work then as john suggested, format your system drive and reinstall the windows 10 again.

You are right. The problem is that this system has some software which is related to school management stuff. The person left that school and is teaching in some other school, a small school. The previous school's IT department activated it. Now if the system is formatted then the software will be gone and there is no way to get the same reinstalled. So, that's the last option. And before someone asks that software is custom made for that school and helps a teacher to keep track of attendance, exam check and other stuff which I don't know to be exact.

In step 4 under>>>>Expand System Tools > Local Users and Groups, and then select the Users folder, so that it will list all user accounts existing on your Windows 10, including the disabled or hidden accounts. Furthermore, you can double-click on each user's name to see its properties if you want. I am not able to see Local Users and group

Windows 10 Home Edition does not have Local Users and Groups option so that is the reason you aren't able to see that in Computer Management.
You can use User Accounts by pressing Window+R, typing netplwiz and pressing OK as described here.
