Excel Problem

Hi friends
i try to open an Excel file and it says "Excel can not access _____(filename)___.xls may be read only or encrypted" and an OK button if you click ok it pops up another message that says "Can not Access" If I shut down and reboot the computer I can get into the file again a time or two and then I start getting the message again. I havent changed anything in the file
Pls advise me a solution
 
check permissions on the file. Right click on the xls file and under general tab, u can see a check box - If read only, uncheck and make it fully accessible. Then try again. If you got the file from someone else it might as well be encrypted.
 
There is no read only option checked.But i could see check mark in encrypted option.I tried to remove that option but it saya access denied.
 
Windows xp pro
I log on the same user .but i cannot decrypt the data.According to the User he has not applied any encrypt option.There is more than 10 files has affected like this
