Flood water

Guys I know I am asking something insane but I just wanna know if this thing can happen or not in India. Like they say in entire India there is a water scarcity from past so long. In past 2-3 days I am seeing that there are floods in Guwahati so ample of water has been filled on the roads. Cant this water be cleaned up by the ppl who are experts and make good use of this water to generate electricity in India. Can this be possible or not I want to know. If yes then how. If not then please dont blame me for asking something like this but I just thought I wanted to know whether this is possible or not
 
This is what the ambitious project under Vajpayee of linking 37 national rivers was trying to achieve. Wonder whats the status.
 
Where there's a will there's a way but then this is India so no it's not possible plus you are talking about northeastern parts which I feel are already neglected.
Cities are usually built downstream so there aren't catchment areas or reservoirs further down where this excess water can be channeled to generate hydroelectric power on a small scale.
Also cities get flooded mainly due to poor planning, haphazard growth and zero consideration for proper drainage systems.
 
Water harvesting projects should be undertaken by government in a major scale, it might prove worth in upcoming future.

Although its mandatory for all house, but i don't think its been regulated strictly in any parts of India

It's being considered since the British were here. The status is still the same, though a lot of reports have been made since then regarding the feasibility of the project, and its sociological and ecological impact.

Had a chance to attend one of his sessions on water conservation and recycling and came out highly impressed. He is a civil engineer and an urban planner by qualification. He has worked for the Government of India for about 14 years and after that has been trying to work on sustainable water and sanitation systems and a bit on ecological architecture and groundwater management systems.
 
Rather than letting it get wasted in drains, it must get into the groundwater. But dont know how.

As for clean water, possible. But wont be cheap!
