NEW DELHI: The government proposes to offer free, high-speed broadband connectivity to all Indians by 2009, through state-owned telecom service providers BSNL and MTNL.

While consumers will cheer it, the move holds the potential to kill the telecom business as we know it. You may have heard of free municipal broadband—many cities in the US have drenched themselves in wireless broadband connectivity, freely accessible to residents. The idea is to boost economic activity in general. The central government plans to achieve free broadband connectivity at a speed of 2 MB per second across the country, with a similar goal.

Senior government officials expect to be able to achieve this goal by spending only a portion of the burgeoning corpus of the Universal Service Obligation Fund (USOF)—all telecom operators contribute 5% of their revenues every year to this fund. It is estimated that the unutilised sum from USOF touched Rs 9,194.12 crore by March 2007.

The current technological trend is for voice calls also to shift to the internet, using voice over internet protocol (VoIP). The quality of VoIP calls, patchy to start off with, has been improving steadily over the years, and by 2009, is likely to be as good as current analogue calls that establish a circuit between the calling and called parties. When that happens, revenue streams from calls would dry up and telecom companies would need to develop value-added applications to make money from the connectivity they provide for free or virtually free.

The Department of Telecom (DoT) will be taking a series of steps to make its plans for free broadband a reality. These include using the Universal Service Obligation Fund to set up an extensive optic cable network across the country and opening up the long-distance sectors to further competition.

Ppl gone nuts at IT dept. No one is going to give out freebies. All knows that 2 mbps unlimited can be sold at 1k atleast. And no one likes to lose revenue, even if its govt itself.

ya free 2 mbps always on broadband with Rs. 1 / MB kinda plan.....knowing how mtnl etc put broadband like its a telephone....u have an always on telephone but u must pay per call....it may suck bigtime

the more important thing is.. will it be free with limits or without limits!

or maybe they would introduce plans with higher speeds and charge for that.. lol..

but the plan does make sense. but i think they could only provide free in urban/semi-urban areas where people would use more value added resources for which they might be charged!!

^ The government has all the capabilties and capacity to do something like this. Heck, if Ireland can offer 4Mbps free, why can't we do too.

As long as those good for nothing BSNL officials are kept on their toes, things will happen.

Hats off to Maran !

P.S. - For those of you who didn't know, BSNL -> BSNL is free throughout Goa, unlimited 24x7 ;), now how cool is that :D

LOL.

Funny article. Everytime there is a heading of some thing "FREE" in this country it usually has a LARGE amount of money behind it. In this case its some ser obli fund. So BSNL provides free service and forces private op's to pay 5% of THIER rev's. Hmmm isnt this a very funny request. I wont be suprised that when the year 2009 comes up. A small column on the lower right hand side would pop up with a "DELAYED" heading. Why? Coz the "FUNDS" were used and we need more. I do agree that my comments are all skeptic predictions. . . So is the article with the only difference; it being optimistic, predictions being the same... just predictions.

Im sure they'll have the service free (matlab zero rentals), but they r going to charge on the MBs used!! Its unbelievable to have something for free!! Coz....there is nothing called free lunch in the world... If they show ads and give the service for free... I dont mind using it!!

These are the same guys who call this the "year of braodband' and said they would start offering 2 Mbps connection.Well they did and brought in a 450 MB download limit. So when they say they will offer free 2 Mbps broadband to every single soul in india i believe them.......I am sure they will provide us all 2 Mbps broadband with 2 Mb download limit:D:D Happy surfing!!!

BTW, this govt. will be long gone before 2009 so they are free to promise anything and when the time comes , they will simply say that had they been in power it would have become a reality but the current govt. messed up their plans!!!

It's on paper and in India you will never get anything FREE except "Polluted Air".
As per me just luring IT Industry and tech people to VOTE UPA in coming elections.

If UPA win again, than they ask alias to raised voice against the FREE and show how govt. will face loss if they provide FREE SERVICE (broadband) and how they gain if provide with less charges than what currently we pay (i.e. in 2007).

And though GOVT. success to Offer free broadband than Pvt. sector Jaints Bharti, Sify, TATA etc. parcel MITHAI to related Minister and UPA CHAIR PERSON and all project will be gone in DUST BIN.:@

Same!

People seemed to have realized the truth. 2mbps is of no use if it isn't unlimited. And something like this is a distant dream for India.
