Do not know about the 9600 gt but it will be less than 8800 gts 640. Which I am using since last 1 year.

Rest I don't thing multi or single rail will make much of a difference as majority of PSU in market are multi rail with similar ratings.

The 26A on +12v is for whole pc with 9600GT not card alone :bleh: , 9600gt alone consumes around 100w max .

this psu has 16A x 3 rails , gives 50amps combined :p , it can even hadle GTX 280 :p
