^^It wont come down to those levels for about a year. The lowest i think itll get to in the near future would be about $149 and gradually fall later much like the 6600 GT costs $110 now(about 15 months after it released).
 
is it safe of buy eVGA card from USA ? as there is no service center un-like XFX, ASUS, MSI etc.
 
^^You can't get your US bought card serviced in India anyway :p. If you get it to india and then wanna claim warranty, your only choice is to send it back with someone who's going to the states.
