Galaxy s3 from USA (at&t locked)

Hello everyone, my friend is getting a Samsung galaxy s3. His cousin told him that he can get him 1 from the states. V checked out amazon & s3 (at&t) is listed at 190 USD. (around 11,400 INR). He will probably getting it by August end or Sept 1st week.

The question is should he go for it??

Is it unlockable?? I mean can he use it in India using other service providers like Vodafone, Loop Mobile?? Are there any other implications?

Are there any issues if he gets the phone??

You will have to pay full amount if you want to purchase it without contract :-) Effective price : Around 31,500 + States Tax. Better if you purchase it here :-)

@OP: No, not possible. The person who buys this phone for you on contract, need to provide his SSN and other details without which he will not get the phone. And yes, he can get into legal troubles if he buys a phone on contract and then brings it back here without paying the monthly charges in US.
