Nope, no UPS! I tried the power switch, still nothing. The CPU itself isn't starting. No fans, nothing!
 
If the fans even are not starting off, then power is not reaching the mobo. You would not be able to see the LEDs on the mobo glow as well, i presume.

Check a different power socket.
There was a voltage selector switch in VX450 which had to be set to 230V to make it work. Check that out on the back of the PSU.
If not working, try a different power cable or change it with that of the monitor.

See if any of the above solves it.
