Getting this screen 1000 times in a day

Can techies help me with this. I get this screen 1000 times in a day when I try to call or use whatsapp or anything that I do on my phone this screen pops up immediately even after I click decline this comes up again and again. Its something to accept Vlingo but I dont want to. Its forcing me to do again and again. Also bcoz of this my battery gets disconnected and reconnected 1000 times. I juz don't know what to do. I am unable to charge my battery. I dont know whether its a battery problem or this thing that comes up is due to that. Check the screenshot attached.

Apparently there is a double tap feature to turn on Vlingo applicaiton. Go to settings ->motion/display and see if you can turnoff anything?
 
I dont want to install this feature. I keep declining and also went to Motion and display as you suggested. There is nothing to turn off.
 
Samsung bloatware? Best of luck.

Just confirm and get on with it and root your phone and uninstall the app when your warranty expires.
