^^Yes Google charge 1$ for first time linking any Credit/Debit card with your google wallet account.
No need to panic, just go ahead with your app transaction.

BTW bought Heat 7 & Office Pro !!
 
$1 for one time registration is fine. But usually when you use a indian credit card to buy from a international merchant/vendor in different currency, there will be an extra fee. Does this also apply with play store purchases.

Yes, thats applicable. Here are approx calculation for 25 cents apps:

25 cents = Rs13.5 (assumed rate of 54 Rs=1$)
Bank/CC charges: Rs 0.3375
Total cost : 13.8375

I dont have a Credit Card.... :(

Is there any way I can get these apps? Can some one gift them, I will pay of course. :)

Have been trying since long to link my visa based debit card with google wallet and it always rejects..
does credit cards only link??

No registration fee mate...It's refunded within 2 weeks...it's done every time you register a new card :)
 
It's the same stuff they usually cycle around every time these things come along...bought most of the good ones last time for 10 cents..
