Put some more money in it and go for a 6950XT (example) which would provide you with around 15-20% better performance.

Thanks guys for the insight. Also read about Sapphire RMA horror stories on Reddit so that's another point.
Keeping the above in mind I guess no Nvidia card below 4080 can be recommended for 4K gaming atleast. Thanks for the 6950XT suggestion but I cannot find a single review for this card and the warranty is also just 2 years so unable to finalize.
How does 4070 Ti (74k + Free Diablo 4) stack against the above though its plagued with 12GB of VRAM ?

That was just an example SKU, I meant go for any 6950XT with whichever brand that you prefer.

4070Ti is fine for 74k performance-wise, but VRAM is not enough for that price. So a tough call. You get a better card, albeit at a higher power consumption from AMD but poor after sales or get Nvidia which has low VRAM.
Plagued by 12 GB VRAM? 12 GB is the limit of 99% of the GPU's in the market. To whom the devs are going to sell the games if 12 GB is a plague?
6800xt and 3080 do not have the horsepower to do 4k ultra. Even older games like far cry 6 uses 7-8 GB VRAM at 4k ultra but these two cards barely give playable performance under demanding areas. For 99% of the games, you will run into performance limitations before you ever reach VRAM limitation.
Hogwart legacy needs 11 GB at 4k ultra so obviously a 3080 cannot do that. But HL look visually identical between Ultra and High. It's RT effects make the game look worse and its DLSS implementation is outstanding so 2k resolution can give 4k look while giving 25 fps extra.
The point is, If you enable a mix of High/ultra and medium settings then you will gain 40% more performance in HL while suffering zero loss to visuals and reducing VRAM usage to 8GB.
The situation is similar in all latest games.
Resident evil 4 remake gives 25% extra performance with a VRAM reduction of 2 GB with zero loss in visuals.
Dead space remake gives 30% extra performance.
Same for Calisto protocol.
This is such a huge things that there are YouTube channels which tells you which settings to use for the best visual fidelity/performance combination.
Even 6800 xt users would want to do it to get more fps even though they have enough VRAM for ultra.
Also, cards are not just numbers like three zero eight zero. We also have to look at brands and customer support.
In an ideal world where both 6800xt and 3080 are available at the same price from MSI/ASUS/Gigabyte and your use case is gaming only nothing else then you can pick 6800xt at some loss of performance.
But picking a bad brand like Sapphire just because 'VRAM', is a horrible thing to do.
Another important thing to note is, some modern games are so unoptimized that they want to use the same amount of VRAM at 4k and 1080p. This is the reason why 3070 users are feeling the heat and some are claiming a 10-12 GB cards to be obsolete.
8 GB is not the VRAM for 4k. 10 GB is not the VRAM for 4k either but 6800xt, 6900xt, entire 30 series is not the hardware to do 4k ultra. The horsepower is not there. Reducing the settings to HIGH or using optimized settings from YouTube makes all these cards fine for 4k though.
Lastly, 4070 ti is a horrible value for money. Don't buy. Pick a 3080 ti.

Sort of agree for most points, esp ultra vs high, - But - games can always have an option for better graphics that majority cannot use.
So even in majority of gamers have say 8 gb of vram or lower, games will still give you option to use higher VRAM/gpu power. Crysis could not run for most gamers when it was launched and man that one had some groundbreaking graphics. People accept lower IQ if they have slower cards.
ofc, games are expected to give good IQ for the settings which something like Last of Us did not give initially ( bad lower quality textures) - but still better textures can improve IQ for no performance loss. Maybe they wont for some game today, but they probably will for future games. With more VRAM we can keep textures at higher quality even if graphics horsepower is not there. Other settings will have to be lowered but not textures.
This is one example, but trend has been set. RT itself needs more VRAM. If one is already at limits there, one of the primary advantages of nvidia cards may be lost for many cards.
4060ti with 8 gb VRAM, already has many cases where the horsepower is there but VRAM is not. No reason to believe that same might not happen to 12 gb cards.
Its an unfortunate situation. I also like Zotac warranty and have zotac card. Probably only gigabyte might be a similar option for amd cards if 4y warranty is available. And i wont buy a sapphire card without clearcut confirmation of warranty. In US, i think people prefer Sapphire ( and dont like Zotac for some reason .. ), so card quality might still be ok, but warranty stuff for India is not good. Anyway, just as its not good to accept bad brand/support, its not good to accept 'low' VRAM for high priced gpus. 8gb is ok fo 20k card, but not for 40k card etc.
Whatever the reason, but they are feeling the heat and will continue to do that for future games 3060ti/3070 vs 6700xt/6800. And i have seen multiple videos where devs are saying or have been quoted that going forward games will begin to make use of higher VRAM available for high end cards. Lets see ..

So after looking into the best options around I could find a Sapphire 6800 XT / Asrock 6800 XT @ 53-54K.
Next best options are 4070 @ 59-63K range (Gigabyte to Zotac) Might get a Diablo 4 free but not too sure about offers in India. (Atleast 10% +)
4070 Ti unable to find anything below 77K.
Finally thinking to go ahead with a 6800 XT. Might upgrade again 2-3 years down the line saving this extra 25k currently since I'm not really hopeful about the 7800 XT esp about the pricing.
All suggestions are welcome.

regarding sapphire warranty,
new cards have been confirmed to be under 3 yr warr by ark themselves(importer ). i called them personally.
what remains to be seen is how good the rma service is.
regarding older cards , one of the redditor did message me about their older sapphire card, i suggested them to contact acro and they did take his card in after invoice verification.
still, wouldnt recommend you to get one, if you arent comfortable.
i personally went for a sapphire card, just because of the lucrative flipkart deals.

Can anyone recommend how Inno3d 4070 Twin X2 is ? I’m totally unaware about this brand so need some recommendations.
Finally Sapphire 6800XT Nitro & Inno3d 4070 Twin X2 have a price difference of around Rs 6500 (>11%). At a similar price point 4070 would have been my 1st preference but even after planning to spend around 60k I feel shortchanged. May be Diablo 4 bundle might just sweeten the deal a little if at all its applicable for us.

4070 Ti is only slightly better than a 3090. In some titles at 4k 3090 even perform better because of higher VRAM. It is safe to assume both these cards pack almost similar horsepower, however 3090 has 24GB of VRAM which could become a huge advantage.
Why not to go for a used 3090 for 4k if
on budget. If budget is not an issue only card which makes sense is 4090 and 4080 is close second.

you have to consider something important, 4k Gaming for all games until or for future ?
I am using 12400 with a used 6800xt ASUS TUF and playing 4k games on my TV or 4k monitor without any issues and i get 60 fps. I have tested 20 AAA games yet, finished some, even Deadspace, TLOU, Hogwarts, RE4 run 4k 60 fps NATIVELY without any issues.
So if you want the right value, i suggest either increase your budget or get a used 6800xt 6900xt or 6950xt. in fact even a new 6800xt would be better than 4070. Under 4070ti no 40 series card is worth imo. That also could be bottlenecked by 12gb vram.

Its already happening though very few titles but its a trend that's starting.
Don't have that kind of budget otherwise it was a no brainer.
So finally going ahead with the Sapphire option. Inno3d has had its share of issues and this 4070 model literally had no reviews. Sapphire Nitro+ 6800XT has had a number of reviews and it has been found to be a decent performer in most benchmarks plus it is the cheapest option that I could find around.

Be careful with sapphire they have recently changed local agent from supertron to ARK info. If you buy stuff imported by supertron you may have issues with service. Double check this suppliers.

Inno 3d RMA is handled by Kaizen. Inno 3d and Galax are only 2nd to ZOTAC in terms of RMA and support.
ZOTAC has the best support, Inno and Galax are close 2nd.
Also, 40 series cards are not VRAM and power limits sensitive like 30 series, so Asus TUF is almost equal to a Zotac and a Zotac is equal to an Inno 3d in terms of performance.
Quality is definitely better in Asus Tuf compared to Inno 3d.

I don't like Sapphire, I don't like dual fans for high end cards and I don't like 4070 either.
So, my suggestion is to pick a 6800xt from MSI/ASUS/gigabyte.
If that is not an option then pick a 3080 ti.
If that is also not an option then go for a triple fan 4070.
Inno 3d twin x2 is a very basic card for such a high price. I would avoid it.
Used cards would have been great but you don't want to buy used so the choice is difficult here.
Inno 3d is a lot better than Sapphire as far as customer support is concerned but twin x2 is a very basic card. May have heating issue in future.
