2. Should be good for Gaming, Not Hardcore [Happy with xfx 7300GT 256]
3. Vista Ultimate should run

I guess the best one that falls into the all categories mentioned above will be:

XFX 7600 GT 256MB DDR3 XXX Edition;

Doesn't require an external power connector;

Should easily fall in the sub 5k category;

Beats the 8500GS/GT fair and square;

PS: Get the Fatal1ty edition with a giant passive cooler;

^^8600GT is not low powerd i had returned mine because my mobo could not supply it with enough power and + it needs 20A on 12v rail

XFX 8600GT 256MB DDR3 is 4.5K odd locally iirc.
It's enough for all your needs, on Vista ultimate esp.

The HD3650 would consume 3-4 watts lesser than a 8600GT under idle and around 10 Watts more under load. I do not see how the HD3650 brings significantly more power savings than the 8600GT.

I think you are referring to the HD3450 which saves 5 watts under idle and 10 watts under load compared to 8600GT. But the 8600GT is a better performer than the HD3450.
